It’s notable that one of the most explosive issues is finding its way into the heated political battle — but it’s Pennsylvania that is Ground Zero for the battle over the President’s agenda (including EFCA and card check), according to senatorial candidate Pat Toomey.

But Lincoln, like Specter, is in trouble partly because of flip-flopping, particularly during the health-care battle. Labor is also furious that Lincoln, who once co-sponsored the Employee Free Choice Act (EFCA) that would make it easier to organize unions, later turned against it.

If Halter wins, progressives will have a right to claim victory. But it’s not clear how liberal Halter is, and he avoids the label. He is for the public option on health care but has ducked taking a stand on EFCA because it “is no longer being discussed.”

That’s not the only state where EFCA will be a big deal. In his column, Dionne also addresses the Senate race in Pennsylvania, which is a key for the future of sound policy.

For political junkies, it’s back to interesting times for card check and EFCA.

Gorski’s conclusion:

EFCA could cost up to 600,000 American jobs in the first year alone with millions more job losses to come, according to a study by Anne Layne-Farrar, an economist from the nonpartisan firm LECG consulting.

In light of this study, many Pennsylvania businesses would likely close their doors and workers would be unemployed if EFCA became law.

That is unacceptable.

With many businesses in the state already struggling in this economy, I don’t understand how Specter can justify his surprising reversal on this reckless legislation.

He needs to answer to Pennsylvania workers and businesses that stand to lose if this bill becomes law.

The Commonwealth Foundation reports:

While union members may enjoy these lucrative contracts, PLAs only end up costing taxpayers money and private contactors jobs. Why not give everyone a fair chance to bid on government contracts? This is why State Representatives John Bear and Stan Saylor were holding a press conference in front of the capital – to inform Pennsylvanians on the injustices of PLAs. However when Rep. Bear got up to speak he was catcalled and booed by the mob of union members. His message was drowned out; in typical fashion organized labor used tactics of intimidation to silence the voice of opposition.

So what makes us think union activists would behave any differently when they find out an employee doesn’t want to sign a union card?
